Dream Poster code?

Hi,
I need to make page in website where user can actually select pictures and make a dream poster out of it. So for example john and betty is a user. And john has 10 pictures in his album and he drags and drops the picture on the dream board and then pick few pictures from betty’s album and combine them to create a dream poster.
Betty will also get to know who is using her pictures etc.
It is for a community forum website. Please help me as i am not sure how to do it. Do i need to use java or flash for it?
The first answer is not correct as I know html editor can’t do it. It needs to be like a game where user can drag and drop pictures and make a dream poster.

You can do it by using server side programming language like PHP to automatically generate the dream picture, and javascript or flash to enable drag and drop of the pictures.
